Is it legal to play at an offshore casino in the USA?
It depends on your state. Federal law aims at the business: the Unlawful Internet Gambling Enforcement Act opens with “No person engaged in the business of betting or wagering may knowingly accept” those payments, and it doesn’t name the player. That doesn’t make playing legal everywhere.
- Licensed online casinos run in seven states: New Jersey, Pennsylvania, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. Maine legalized them in January 2026, but no site was live at the last update we found, on July 24.
- Some states are strict with the player too. In Washington, knowingly sending or receiving gambling information over the internet is a class C felony.
- Regulators are going after offshore sites. Michigan said in April 2026 that it had ordered 45 offshore operators to stop serving its residents.

A bigger match isn’t a better deal, because it comes with more betting to clear.
