How online poker is regulated in Montenegro
A new law in 2025. Parliament adopted a new Games of Chance Act in July 2025. It replaced the old concessions with licences, made player identification mandatory and allows online games only for operators that also hold a land-based licence. The Games of Chance Administration supervises the market.
Foreign sites. The law prohibits taking part in foreign games of chance when the bet is placed from Montenegro, and the rules require blocking the IP addresses of unlicensed operators that accept payments from Montenegrin players. A room may not open from some connections.
International rooms
Several of our partner rooms accept players from Montenegro. They’re international, work under their own licences and are not licensed in Montenegro. Each one checks your country when you sign up, and a room can change which countries it accepts. We update this list when that happens.
Deposits and withdrawals
Crypto such as Bitcoin or USDT is the most common way to deposit at international rooms, and several also take cards and e-wallets. Montenegro uses the euro, and many tables play in euros, so you often won’t need a conversion. Before you send crypto, check the network in the room’s cashier and start with a small amount. See our guide to Bitcoin poker sites.
Taxes
The tax on gambling winnings changed at the start of 2026, and the change is being challenged at the Constitutional Court. Ask the Tax Administration or a tax adviser how the current rules apply to you.
Before you play
Set a monthly budget and stick to it. If gambling stops being fun, take a break.
